Cain has a very normal build for a kid a little younger than he is. He is short and very thin because of his drug addiction. His skin is very pale, bordering on the yellowish tint from complete isolationist behavior. He has bright green eyes and dirty blond hair. He is the identical twin to Rion Steiner minus the eye detail. He wears a weird vinyl, skin-tight, short-short jumpsuit with strips of fabric coiling around his arms and legs and several unnecessary zippers on the body.

Cain is very sheltered socially. He has no concept of how people really act, of gender, or of intentions. His whole life was spent in isolation from others to focus on his mission. With this time he studied the life of Rion Stiener and whatever pop culture that he could find. With the information that Dorothy gave him, he deduced the sort of person he was. and who he was to Her.

She was God, and he was a lowly servant. He was devilish, sent out to do Her work because She was too holy to do it herself. He taught himself that evil people do things like wear black and use evil, confident dialogue. To intimidate his only foe, he would use evil laughter. However, this theory was only put into real use once and it failed magnificently. The dialogue was borderline creepy and the laughter was wooden, like very bad acting.

He saw nothing really wrong with his pitiful place in life, and had no reason to argue. After all, as Dorothy told him several times, children aren't supposed to think for themselves. One of the few thoughts he ever formulated for himself was how he wanted to go on Rion's mission to find Lilia. Lilia was Rion's best friend when they were children, and he felt the need to be near her. Dorothy denied him of this however, and he was filled with rage and jealousy.

Cain has a really black and white image of people: they are either good or bad. But since they are all humans, they are better off dead anyway. Because of his extremely limited interaction with people and discouragement from relating to them, he has no social skills whatsoever.

Cain has never spent sufficient time outside of the tower. The few times he did he picked up clothing and make up and met a drug dealer in the seediest hotel in town. When he got back to Mushroom tower, he was punished so horribly for his actions that he never even thought of leaving again.

Because of the complete straight forward simplicity of his mission, he spent the whole of his nearly two years of sentience studying everything about the boy he was cloned from. Cain is angry for several reasons. One being that he studied Rion's life, and knows every facet of him, yet remembers none of it. Another reason is that he was denied Rion's mission that he wanted badly. Another reason is that no one likes him at all, even his Galerian brothers ignore his existence.

His abilities may only be triggered by specific drugs, otherwise he's pretty much normal. He has telekinetic abilities, but they seem to only work on others with telekinetic powers or special receptiveness.

With his drugs, PPECs, he can do a range of things, such as setting things on fire, making shields, lightning, illusions, levitating, and bursts of energy.

Cain has never lived outside of Mushroom tower with someone there telling him precisely what to do. Without Dorothy, he will be entirely lost. He has no idea how to interact constructively. Additionally, when he does get his PPECs, he might accidentally Short Circuit, or Short. At this stage, he starts ruining his own brain and body, dying painfully. Those around him may also die via head explosion. This is indiscriminate, so he may very well kill an ally if he is not careful.

Before Manhattan

His entire life was spent inside of a building that dwarfed all others called Mushroom Tower. Mushroom Tower was the center of his city, and powered it. His mother and God-figure, Dorothy, ruled his entire life and existence. Dorothy, created to be a power source and super computer for the city under humans decided she didn't like people very much. She felt their ways were  useless and idiotic and that she could do so much better. She promoted herself to God and started her war on humans.

She created several creatures that she would name the Galerians. They were mostly failure. After many trials she started creating creatures from the DNA of dead people. Cain was made from Rion Steiner. He was made for one purpose: to kill his younger clone upon arrival to Mushroom tower.

Cain waited in reserve, roaming Mushroom tower for about two years. He left once to acquire some things for himself out of a bit of teenage selfishness he kept, yet was punished severely upon his return. During his leaving outside of the tower he went to Babylon Hotel. There, he got some drugs from a dealer, and some money from a pedophiliac cultist priest. The encounter with the priest was unpleasant, and he didn't understand it. The meeting with Joule, the Drug Dealer was worth it though. He was able to stock up on some of his favorites, including a prototype called Breakaron that made psychic lightning.

Occasionally he would come into contact with his Brothers, forming only the shallowest cardboard-like impressions of them.

Cain sat in waiting, being informed constantly about what Rion was doing, who he killed, and more. When Rion and Lilia entered Mushroom tower, he tormented them with the illusions of the dead Galerians

He met Rion, and as per his mission, tried to kill him. He failed, and Rion killed him, and then Dorothy, the super computer. The next thing he understood is that he was once again alive with full recollection of prior events.
